It does other things every time it starts...

For one, it modifies physical memory with a direct memory read/write call that by-passes the Windows API and data manipulation methods. I know this because my Zone Labs Security Suite catches the memory activity and alerts me that WGATray.exe may be a virus or trojan. Direct memory access is a way to by-pass Windows Security features and is exactly the type of thing that a virus, trojan or rootkit would do.

Since WGATray.exe is written to manipulate program or data memory blocks, then it represents a serious breach of standard coding practices that are writen and published by MS. It also represents a serious vulnerability, since it may be hacked to modify memory and allow malicious code to be inserted into the OS bloat.

I think that MS's crusade against piracy has gone way too far and ignores the legitimate users' safety and security.
