Bundling US Citizen Property
It is my understanding that PDF was originally developed with US government funding and hence US tax payers have a right to free PDF generating tools.

None US tax payors have no such right.

This is the same issue that Microsoft is fighting the University of California at Berkelely over.

Instead of paying for what US tax payers built at Berkeley and inspite of being told to pay by US courts, Microsoft refuses to the point of removing technology from IE rather than comply.

Think of it this way:

The US tax payors own a software development firm that is unnamed so lets call it US FedSoft.

If a private firm wants to make money with software developed through US FedSoft they need to make arangements. Adobe was hired by US FedSoft to create PDF and as a condition of the hiring likely contracted to use PDF in its own for profit efforts. Microsoft does not have such an arrangement and hence must rely on plug ins.

Through plug in support for PDF, USFedSoft protects the intelectual property of US Citizens while also giving US Citizens the value they paid for.

Presumably the download will not be available in EU, China, etc until value of some form compensates.

Microsoft is out of line in bundling intelectual property of US Citizens into products targeted for other countries. There is no way around that. It is the same issue Boeing has when they take technology developed for the military and bundle that into commercial planes sold out of country.

PDF is what makes America greater than other countries. Well you get the idea.
