yes they SHOULD delay it
I agree completely with you. Far better to have a complete and clean product than to have it sooner, this is what everyone has been asking for from Microsoft.

As for buying software futures? They have been and are currently being sold by software companies the world over. I think IBM invented it, probably in the early '50s but don't quote me on exactly when. And I doubt too many of these organizations are out that much $$ no matter when Microsoft delivers. Microsoft used this new licensing method to simplify their business ... and also to offer a polite way for the same organizations to sweep into the tent the vast quantities of bootleg Microsoft software their employees were using before institutional licenses were available. Don't think for a minute that these corporate financial guys didn't look at the alternative cost of fessing up and paying retail for their past sins or telling all those people to stop using their productivity tools promptly. Our IT gurus tried to get us to use a variety of god-awfull stuff (including a spreadsheet that was ultimately convicted of copyright infringement but was $5 cheaper) until they gave up and signed up with Microsoft. I don't find it surprising that this signup didn't happen until Microsoft implemented activation technology.

I remember reading a justification for purchasing an entire boxcar of PS2 computers from IBM to run OS2. The document explained how the delay of OS2 would not change the cost analysis that was used to justify the boxcar purchase - made at IBM's suggestion - because they would just use MSDOS for two more years so no costs had changed. But the machinces came with OS2 and nothing else so we used bootleg copies of DOS and this $0 cost was documented in writing! Don't cry for the big time licencees. They got off easy.

Oh yes, the PS2s that IBM sold us to run OS2 never did an adequate job running OS2 when it finally got there two years later because the hard drives were too small. The hardware requirements had increased during the delay.

Much better to have a good solid product that people can decide to purchase ... or not based on what actually is. Good move Microsoft.
