One of the main points is that Licencing 6 was touted as spreading the cost of new versions over a few years rather than a one-of cost. Many who signed-up on the premise of getting a new version of SQL Server at the end of 2004 will now not get it. It will be dangled as a carrot near the completion of their current contract.

They've already paid for the upgrade, but won't get it if they don't stick with Licencing 6 - that is, unless they sign up for another 3 years (and pay a second time for the upgrade in the process).

I have no doubt that the bean counters at Redmond are as influential in release dates as either marketing or development departments.

Besides, MS has to maximise its US revenue to make up for all the discounts its Asian European customers are getting by threatening to switch to Open Source.
