Different markets
Ubuntu is a well-thought-out distro for desktop use. Being Debian-based, it's pretty easy to maintain.

Red Hat Enterprise is an armor-plated behind-the-curve distribution for shops (like mine) where it's more important that critical apps are known to work. We spend millions on one design going out the door, and the stockholders would flay us alive if we took any unnecessary chances with them. As a result, we won't use any platform that hasn't been certified by the application providers.

That, in turn, takes a longish testing cycle. Thus the amazingly old stuff in RHEL.

Different markets, different requirements, different distributions. It all works, as strange as it might seem to those who grew up in a Microsoft-dominated "as long as you like black" world.
