Alternative, yes!
Yes, some do use SQL Server for smaller project. "Morons" NOT!

Think of it in another way. They already have the tool, know how to use it now thus they can make it faster because they are used to it. Overkill, maybe. But if they have to learned something new and waist time that they don't have in the first time, then it's simple economics!

Alternative, yes, Visual Foxpro(still alive and kicking baby!) is excellent for small/big project. Some even create a "model" in Fox to show off and then move to the bigger databases if it is required.

So, you have(Microsoft side):
Access (normal user, tiny project)
Visual Foxpro v9.0 (pro, tiny/small/big project)
MS SQL (Big scale project with gigs of data)

Some think because SQL in the name, it's better!
But not for every project!

Like, I said before, the time factor is also important.
