In a perfect world, testing should happen, but it doesn't
But the joke years ago at a base I worked on went something like this:

"There are two legal copies of Harvard Graphics and 10,000 'backup' copies."

One guy gets the software and passes it on to all his buddies. They make copies, passing whatever virii and whatever along with their copies.

The military, like many other corporations, sets a standard list of software and puts it out to the field. But having done that, they don't test every copy of "standard" software that comes through the door. In some units, the "IT guy" is the E-6 who dabbles in computers as a hobby and isn't held accountible for what he or she puts in the system. So if Sgt. X comes in with a copy of the standards-based software and wants to load it up, no one stops him.
