The issue here is rotation without incurring further detail loss. IIRC, you can do this with JPEG images as well if the height & width are both multiples of 16. (I think that's the number.) Paint Shop Pro has a lossless JPEG rotation function, and I'm sure other programs do as well. AFAIK all JPEG pics coming from digital cameras will meet the criteria, and casual users are by and large unlikely to do much cropping or resizing. (We've all gotten those multi-megabyte emails from family members, I'm sure.)

Pros will certainly do some cropping & resizing but A> they will almost certainly not use a lossy compressed format for anything but the final save, and B> they are generally in the habit of saving their original images and using those as the source for future edititions.
