Your argument is moot.
To maintain more than one basic version of the OS would offset your price saving if the components or features were not there to begin with. Not only that, it would introduce more errors. It is cheaper to sell you all the features included, than maintaining a modular OS. So if we had Vista minimum, maximum, customizable, media, business only and others, we would pay more for the OS. The differences you see now are only on the surface. Seperate libraries would be a nightmare.
