I will admit that thier are more flexible solutions for app rollout than AD, but its totally doable.

What do you mean loosen the permissions? to roll out an app?! please give me an example since AD deployed apps tend to install under "system" level access. Why would you have to drop an IPSec policy?

sorry but what you are describing sounds like trying to deploy in an environment that wasn't working/designed right in the first place.
