RAD in Linux
Maybe I'm old-fashioned, but back when I was getting the CS degree "RAD" was something you did for prototypes as a proof-of-concept and to get early testing done. After the specs were solid, reimplementation in something more robust/efficient/etc. was required if only to clean things up for maintenance.

Anyway, I'd have at least two good hard looks at Eclipse (http://www.eclipse.org) It's language-independent, cross-platform, very capable, and monstrously well-supported.
