"Common base code" has been around since NT4...
NT 4 and NT Server were identical... save for 2 or 3 registry edits.

Why should we expect anything different now? It's cheaper to bloat it up and hide the appropriate registry locations.

And are the OSes so bloated these days that it takes little for them to become unstable? (the Registry is the blighted bane of the workstation OS... in a server environment in can hardly be any better...)
