Is it fair to send a person to prison based on a value of $20,000, when the item can be purchased for $10?

I can purchase Microsoft Office for $10 and Microsoft Pro for $50 legally through a special deal offered to my corporation.

So what is the *real* value of the items being stolen?

Is it really a $10 misdemeanor and not a $569 felony?
