Consumers consider it to be their "right" ...
Consumers often view the whole issue as being a matter of competitive shopping. They are used to always look for the lowest prices and no other product involves the piracy issue. I recently received a call from a consumer at my software business. He was looking for a full copy of WinXP Pro to install on his existing computer. We I suggested a local major retailer, he responded almost in anger. Something to the effect of "Yeah right, they want an outrageous amount of money for it. Actually, I have already talked to local computer shops who will sell it to me for less than $80. I was just checking with you to see if you can do better than that, but obviously you are not interested in making a sale." It is simply not uncommon for me to receive these types of calls and it is not limited to Windows. People call with the same story in regard to everything from MS Office to Photoshop to AutoCad. They simply view it as a competitive market thing where they dicker for the lowest price. And since none fo them have ever heard of any consumer being prosecuted for pirated software, they view it as being simply frugal and see themselves simply as savy consumers. Piracy has to be far more prevalent here in the US than commonly imagined.
