If you look under Acknowledgements, you'll see that the CSS license has been paid.

Care to point it out for me, I see nothing agreeing with your statement.

The original specfile only contains references to fonts covered by the "core fonts for the web" license agreement which, among other things, permits redistribution in unaltered form. However, microsoft also makes other fonts available as a part of their Internet Explorer product (notably the Tahoma font). The license agreement of Internet Explorer states that you need to have a Windows license to have the right to install Explorer or (as I understand it) any part of it.

Um, you did see the word LICENSE didn't you?

And finally, WINE (wine is not an emulator) is a reproduction of Win32API's. It has been limited to API's that do not involve patents which means the ones that are patented can not be reproduced without a license. It's the reason Lindows gave up on trying to make MS apps run on their version of Linux.
