"Stealing is stealing and it is WRONG!!! "

It's worth comparing this with a stolen bike.

Suppose I saw you with a bicycle and I thought is was mine and you had stolen it.

To make the claim I have to show that the bike is mine, you have to be guilty for me to get the bike back, and I have to make a claim, myself, in person.

Yet this proposal, says: I don't have to show the bike is mine, I am presumed to own it. You don't have to be guilty of anything (I can get relief even before the court has heard your side), better still I don't even have to make the claim myself.... my friend John can go to court.
"John says that Nigels says that Tims bike is stolen....".... use of the law by third party 'professional defence organiation' (undefined what exactly this applies to).
