It won't create IT jobs. If it takes 10 people to write a wordprocessor that sell 100,000 units, no extra IT programmers are needed if it sells 1 million. A few telephone support jobs if you're lucky.

This draft is only supposed to UNIFY the copyright laws, not extend them anyway. Certainly it should never have included 'vigilante' clauses and 'presumption of copyright'. If its only supposed to Unify, then it shouldn't have any overall effect, only balance out existing implementations.

Also BSA drafted the original proposal (their name was in the properties field of the .DOC file that was supposed to have been written by the commission), and they have a strong interest in seeing this pushed through. BSA = Microsoft lobbying.
