As part of the US antitrust case MS was ordered (Remember not all states settled so the judge did add a few minor stipulations to the order on top of the DOJ settlement) to license it's server protocols for a period of 5 years and supply documentation. However, just like in the EU MS has not complied with this and claims that the reason they have not is because they can not write readable documentation.

The judge extended this portion of the remedy for 2 more years.
