You have munged about 3 ideas into one.

1. Microsoft and the government have agreed to extend the documentation requirement another 2 years to 2009.

2. Microsoft will continued to license (at a cost or reasonable cost) their protocols for another 2 years (2007 - giving those who license it a 5 year license - hence, 20012.)

3. Slap the left temple - it tends to uncross the eyes long enough for them to water!
