Mono has been open source from day 1. Now Mono is trying to emulate .Net more so than Java, but .Net is supposed to be the next step beyond Java. So they've already got their own.

I'd guess it's more of an issue of Java being a more familiar language to the programmers already out there, not to mention all the already existing code out there, and also not to mention all the already existing VMs out there.
