The project is GPL, so Linus MUST keep everybody happy, or there will be a
fork. Look what happened with XFree86. That is now X.org and XFree86 is escentially gone because they tried to pull a fast one.

There may not be a dirrect vote, but Linus is still the head of the project because the majority of kernel developers agree with it. He would be out in a hurry if he did not perform.
