Windows is not an OS
If memory serves me, that other OS was VMS from Digital. The rumour that I heard was that the developer who created VMS was hired by Microsoft and NT was built on that technology. They used to say to just shift the letters one character over VMS/WNT. Whether that is truth or not, that was the talk back in the 80's.
