no... dreamweaver just makes it MUCH easier to layout and control the organization of the site. it outputs everything as normal html and javascript.
an example of why it's SO nice, is say you've decided to reorganize yoru site map and move a couple files, DW will automatically search the site cache and renames all the links so that they match their new location.
you don't need dreamweaver, but tools like this are just a really nice time saver.
