I think that's a valid question and the answer is the Federal Government tried but I do believe Bill Gates worth just about topples the federal reserve and his lawyers are as many if not more than the government can or wants to muster. So now the answer NO ONE CAN. He sales windows for what he wants to get not what it's worth why? Because he has a monopoly and we all should know what happens when this occurs. They make extravagant earnings just like the oil companies. The difference is the oil companies are not on American soil but Gates is. But or we the consumers willing to change to another operating system because that's what is keeping Bill Gates strong is us, we the consumer running his operating system and not willing to change to a better one like Unix since he now has such a foot hold no one wants to change. The reason no one wants to change to another operating system is simple, everyone is running windows so compatability is one and the other is all the money they have invested in software which is enormous so we stick with Windows when there are a lot better operating systems out there. Unix was the only operating system folks used as servers when I first started on the Internet. I had to learn the commands in Unix since when I connected to a server on the Internet they were running Unix now it windows with all the holes they had to plug that Unix had already years ago addressed.
Now I guess it's up to another operating system like Linux or Unix to develope a way to run all windows programs in their operating system and this means being able to run programs like Word, Excel and all the other popular programs each of us uses Daly at home and most of all at work. Then they have to get the word out that hey our operating will run all the programs Windows will run and more and then we the consumers will have to be willing to change. WILL IT HAPPEN? I doubt it we are to use to a GUI Like windows so although the other popular operating system have come a long way with GUI's I doubt many will convert even with all the flaws that are still in windows.
