An appropriate bill
Regardless of whether one believes in free trade or not, this bill is an excellent piece of legislation.

The loans and grants that would be withheld from companies that offshore are funded by American tax dollars. It is perfectly appropriate for Americans to expect their own tax dollars to benefit them rather than the company who replaces them with an offshore worker.

In addition, this bill is not "protectionist" in the sense that no tariffs or obstacles are placed on incoming foreign goods or outgoing labor. It simply says that doing business in the US allows a company a couple free lunchs in the form of grants and loans. If the business doesn't want the free lunch and would prefer to offshore, so be it. At least they haven't done it on the taxpayer's dime.
