Taxes based on physical presence.
The companies move to the states that "forgive" them taxes for "x" years.

The answer might some kind of "unforgivable" tax on all products sold in the U.S. (national sales tax but on companies). The key is that the tax would be reducable by local taxes paid.

So a U.S. company that had a 50 million dollar "general tax" fee due, could write off 25 million in local property taxes and 25 million in their share of social security taxes against that 50 million dollars while a completely foreign company would not have any local tax credits to write off against that tax bill.
