no... I think...
what is meant... is that an innocent feature or portion of an installation of software could fall prey to this law. I believe they are just saying that hopefully the wording in the law doesn't do harm to innocents. I can't think of a quick example, but when installing complex programs, this law could do havoc then good... I am not a lawyer, but this is my opinion.
