It was referring to the death of the music store as it currently exists:

1) They were dying long before Napster came along because people were discovering video games, DVDs, etc.

2) Currently, most music stores concentrate on a few major titles and pad with "accessories" and non-music merchandise.

3) Real problem is not downloading so much as ripping/burning of regular CDs. (Not in article, but interesting to note as every flea market/swap meet setup in the city where I live has at least three dozen kiosks where questionable origin music is sold openly.)

4) Music stores of the future need to cater to the various formats and offer support for legal downloads with burn on the spot capability within the "brick and mortar" format.

I especially love what the author says about the discount superstores-a few mass market titles and clueless sales staff.

The story goes on to describe a new type of store being proposed that will allow time-bomb downloads with option to buy, download kiosks within the stores, bonus track downloads for certain titles, clubs that allow unlimited downloads for membership dues and not the $.99 per, etc.

It's a very good article and illustrates just what is killing the music industry now and offers advise on how to make all involved happier.
