Yeah, free, whatever
This is coming from the company that charges you to report a bug, even if it's a vulnerability. If you want to get something investigated without opening your wallet, you'll just have to publicize it. In an economic sense, that's what Microsoft wants, or else they wouldn't encourage it by charging to file a bug/vulnerability report.
