Population
So, as a country's population increases, the cost of using Sun's software will increase. I wonder if that will also push governments to limit their populations, just to keep the software prices down. Will Sun require countries to perform accurate census counts? On what metric will Sun base the per-citizen fees -- the country's own census, or UN numbers, or Sun's own counts?

Seems like a lot of trouble to me.
