the price quoted is for a computer plus OS. While you may be able to download a free Linux OS, you can't download a free computer.

Also, this pricing is from the Malaysian government's initiative to increase the penetration of PC's in their country. MS has nothing to do with setting the price (except, of course, as their price relates to the price of the overall system).

Now who's spreading FUD?
