Serious issues with this...
These countries are risking their own development and economic welfare by using crippled versions of Office and Windows. I cannot fathom a company, person or nation today that cannot use ALL of the features in Office 2003. We implemented the entire Office 2003 platform during the beta phases and watched our workplace morph from one of stagnant workers to a finely tuned intellectual property machine. People routinely celebrate Great Moments in Office History around here, and we recently added an award to be given to the employee who uses Office 2003 the best each month. My rep comes down and delivers the award in person.
