Signing a license for free is not good enough
You also need to be able to redistribute your applications using the format, regardless what license you prefer for your software, including GPL.

As for the DRM advantages of the Microsoft format, I think this is a very weak point. The source code for Microsoft DRM is not open for everyone to see, and compile into a working binary.

Nobody in their right mind should trust a cipher where you need to hide how it works to make it safe. The safety should rely on that the algorithm is hard to break if you don't have proper keys even if you know it.

Another problem with using DRM stuff in the document format itself is that, as research advances more and more ciphers will be breakable, so security will have to rely on external systems anayway at least if we are talking about long time storage.

Anather problem with Microsoft format is that it is quite new compared to ODF, that only is a minor modification of the StarOffice format that have been tested for years, and have been vetted by multiple entities before it became ODF.

I'm sure Microsoft will get there eventually, but why wait for that when we allready have a format that has proved itself. Microsft haven't even released a working application that uses their new XML format.

Today ODF is allready used by many governments, because of its independence of one specific company or country, so I would say the train have allready left but Microsoft havn't even got to the station because they didn't feel like getting up from their cosy bed of user lock in in time.
