This story is about MS giving away basic, fucntion-stripped, versions of Visual Studio, MS SQL Server, and a new Visual Web Designer. These are known as the Express editions.

Where is Vista mentioned? Did I miss something?

Also there are closer to 400 Linux distros if you count the embedded and Floppy distros.

Oh- And most full Linux distros include fully functional (Instead of feature stripped) compilers, database servers, and such.
