A basic stripped down version of MS .Net Studio, SQL Server, and an improved MS Web Matrix App (Called Visual Web Designer).

This isn't really new as MS has always offered student and book cover editions of the software. It apears however that the free version allows you to distribute the software, the book cover versions of MS Visual Studio before did not allow this.

FYI MS kinda has to do this. There is already several free C++/C programing tools for Windows such as Bloodshed's Visual Designer and FOSS has a multitude of these, such as Eclipse (Actually Eclipse is cross platform), Anjuta, KDevelope, Ect Ect Ect.

Part of the reason they are doing this is becuase most college CIS/Web Design graduates know Linux, PHP/Perl/Python, Java, and MySQL but not so many know MS IIs, ASP.Net, C#, and MS SQL. Gate's actually complained about this last year - That more gradutes knew the LAMP stack than the MS stack.
