Microsoft would never give you the OS for free. Why would they? They'd lose too much money.
Sure they could lock it down only to run with Windows Live then give it away. Yeah that will push people right to Linux in droves.
You might be right on the nail bit. If you have thousands of amateur devlopers writing Windows only software with ease that truly is another nail in the Linux coffin. Apps are the major stumbling block to Linux if you ask me.
