with what you are suggesting, every webpage would need to be re-written every few years, whenever there is a new HTML/XHTML standard released...

the new HTML standards which include the "doctype" all include 2 different primary document types: "transitional" and "strict"... transitional is so that you don't have to remake everything with to comply with the new standard.

if you make it so that backwards compatibility is limited, it would give people time to re-write everything that must change... it's either that or you use modularization and make standard interfaces for everything so that each component will be able to be changed while everything works...

in the end, there will be dead-weight... and no one wants to be writting/compile code that will be obsolete with the next update... and no standard business (ie. not tech-fluent, and wouldn't have very much time for system updates) is going to sign up to use a system that is constantly changing. businesses rely on stability. they need their code to work, and keep working, so that they can be using it instead of updating it.
