Notes still the best business communication program
IBM keeps improving Notes so that it remains the best communication program for all businesses. Email, web, and IM were all added as they became popular. This move is integrating the email and IM to remove the disadvantages of each.

I am sorry you are using MS software. Four full-time Notes administrators could easily handle a company of more than 20,000 employees. (You do not state the size of your company.) Reports about server uptime would be useless on a daily basis; you would need a year's worth of data to have enough downtime to be measurable. How can you keep your job if your servers cannot run for a full day without issues?

IBM may be neglecting Notes as a development platform, but that can be understood since it already has all the capabilities the other platforms are still designing.

Did you understand that the reason the other CIOs do not care about MS's software is because they already have the best solution? Did you ask them how their choice could solve all your major issues? Let me know if you need help migrating to Notes.
