Sounds like a scientific study to me
Who is running these IT shops? We have very little overhead in managing 300 PCs here just locally. A well managed and policied network requires very little maintenance overhead. YOu can't throw in shops that don't use best practices. It woudl be like citing numbers on how long it takes a junior programmer to write a distributed app of any complexity. There is no basis for analysis. It has to start from only sites using and understanding best practices. Windows is a very highly productive and complex OS. Not just any Jethro can manage it w/o bumping into complexities. But to give up this world of functioinality would be a huge waste. Most Windows PCs are underuntilized by 80%. And that doesn't need to be the case. With a thoughtful approach to company education, you can't touch a company running windows in terms of productivity and configurability and programmibility. With .NET a few programmers can add new services in no time to take care of any needs that arise. It's a complete solution out of the box basically and security is getting better.
