You fail to mention the pain of integration.
CTOs know that it's usually cheaper, and almost aways less risky to outsource a solution to a reuptable shop that has a well established success story than to bring it inhouse. Open source makes integration easier in many cases, but most enterprises don't want to get into the software busines, even when softwre IS their business.
Standards help, but they lag behind.
If you want the coolest stuff that works, non-open source propietry stuff works better sooner and is well supported. And you don't need to worry about some Linux guru in your IT department getting hit by a bus and taking his knowledge island with him because someone didn't follow best practices and update their specs.
It's a risk management, and integration headaches go away when you get a MS solution, or even a propietary J2EE solution backed by IBM.
