If the TCO calculation includes the total $$$ waste in down times, lost productivity. lost network bandwidth, the continuous repatching, reinstalling, rebooting labor then MS must be selling ms windows solutions at 0.00$$ cost.

Switching over to a completely new platform will incurr initial cost. Thew shrewdness of the implementors and managers can keep this to low levels.

What would be the cost though in the LONG RUN (hence TCO) if maintaining Linux vs ms windows solutions? Linux properly setup can run without reboot for very long times. What would be the unquantifiable profit of running a secure system ?

Linux is not perfect; but it is a HECK of a LOT BETTER than the flimsy ms windows.
