The article only talks about who saved what $$ etc. Bargaining is not just idle banter about saving 3 cents here and $2 there. There's a lot more to it than just the actual dollar amounts that change hands. I would be surprised if the government did not barter away some of the support functions of MS, including installation, training, maintenance, etc. After all, it is BARGAINING, meaning it is NOT a one-way thing. Also, since inevitably some Linux people are going to yell "YAY LINUX, DOWN WITH MS", don't forget that what may seem like a "loss" for MS is still a pretty good penny that MS made. YAY for MS stockholders!!
