Hard bargaining!
The article says:
In its report, titled "Purchasing and Managing Software Licences," the Public Accounts Committee said that although government departments had expected to save $67 million on licenses for the three years ending March 2005, they had shattered this target by September 2003 with savings of $91 million.

And:
The memorandum was produced in response to the new licensing arrangements that Microsoft released in August 2002 and which, said the Public Accounts Committee, would have cost government departments as much as $112 million a year extra.

So, the new licensing arrangements would have cost an extra $112 million, presumably including the $67 million they 'expected to save'.

But instead they saved $91 million, an extra $24 million over the $67 million expected amount.

So, Microsoft's new licensing arrangements would have added $112 million, but they saved $24 million off that, leaving only $88 million more to Microsoft.

Except it's not that simple. The savings covered a number of suppliers 'including Sun Microsystems, IBM, Oracle and Corel.' So not all the additional savings came from Microsoft. The Microsoft increase probably exceeded the $88 million calculated above.

Shows what happens when you terrify Microsoft. The government deserve congratulations!
