It's called competition
I know where you are coming from and there is truth to it.... but there is a lot of wasted effort if people are re-inventing the wheel all the time.

Evolution is messy -- it makes progress by making a lot of mistakes then flushing them. On the other hand, sometimes the experiment works. If you focus on the middle of the bell curve, you avoid the messy failures but you also avoid the spectacular successes.

I don't know what the answer is, but kde/gnome strikes me as being an example of a disfunctional situation that benefits no one.

They're competing cooperatively. If you think KDE/Gnome/TWM/IceWM/etc. are messy, you should see the amount of software Darwinism that goes on within each group. The result, however, is a rate of progress that the more orthodox software development organizations can't match.
