OS/2 has had this technology for years.
Every PM and WS application ran in its own virtual machine. Every DOS, Win16 and Win32 program ran in its own virtual machine. Every virus that entered the system ran in its own virtual machine.

That is why I could never get a virus infection when in college. My OS/2 Warp3 wouold give an error message to the effect of, "the application attempted to perform a restricted or destructive task and was terminated and removed from memory." Now that's virtualization! Rather than several OSes each running a separate app, we have one OS running several apps that each think it is running on a machine all to itself.

In essence, OS/2 ran virtual instances of OS/2, each controlled by OS/2 but did not require separate installs, lisencing nor CPU resources.

ANyone from the mainframe world can relate? Of course that is where OS/2 got the technology. It was invented by --arguably-- the ruler of the mainframe, IBM.

If we virtualise applications on the OS, we won't have to virtualise the OS to run apps. However, I do get the concept of moving a llive app from one server to another for HW maintenance or other needs.
