"guest workers"? get real. Try "cheap labor paid for by our tax dollars"
If people in congress and corporations claim Americans are stupid, when why the bleep isn't the same tax money being used to improve Americans and our infrastructure? Especially when it's our tax money?

It would cost LESS to do so. No need to herd and ship 'em in on cargo planes before programming then sending them back...

Or so the rumors have been saying it's the American taxpayer footing the bill for this travesty and disgrace.

Or, why spend a dime of tax money at all to help anybody? Libertarians and rational Republicans would agree; tax money should be for defense of the country and that's all. People have to survive by their own bootstraps (unless you're large corporation, in which case you're entitled too all sorts of "government subsidy" - aka corporate welfare. But then again, everything else we've seen over the last 6+ years rather suggests America is being put to the sword, the hilt being crafted during the mid-1990s... and while Bush didn't create the problem, he's been more than happy to let it skyrocket. Not a good way to fix the trade deficit either, by offshoring... )

And a footnote: All the jobs I've seen for IT have been devalued in terms of wages and grossly increased in requirements. A Bachelor's Degree for a mere $10/hr Helpdesk/Call center position is ludicrous. Inflated requirements is why there is a so-called "shortage of American workers". There is no shortage. Only irrational requirements for underpaying jobs that will keep people indebted with their student (and other) loans for some time. (Hardly an incentive to build one's self up, and high paying jobs ARE the incentive to learning. Should we now become a nation of lawyers? Or are they next to be offshored and I can see that happening too? (And that's the oddest aspect of them all. So many lawyers already exist and yet the "market forces" haven't seen their costs come down to reasonable levels...)
