As they say, the Devil is in the details.
Funny this story should come about now. I've had two Doctor's offices call in the last week asking about setting up systems to deal with HIPPA. Before jumping into something like that I obtained the guidelines/rules and read through them.

Now I am not claiming I am the smartest guy around but I'm usually pretty good at wading through tough reading. Let me tell you, three hours later and two cups of coffee didn't gain me a thing. This thing reads like it was designed to test lawyers taking the bar examine and the state doesn't want them to pass!

Thinking I was at fault I contacted a friend that is in the know on such things and asked, what the frack is this. He laughed for ten minutes before calming down enough to ask if I had six months so he could explain it. He wasn't joking at all!

If anyone thinks Doctor's are going to take the time to learn and deal with it, they really do need a doctor, one that shrinks heads. I have never seen anything so convoluted, and misunderstood in at least 20 years. Time to send the legal critters back in for another stab at coming up with something that makes some sort of sense...
