The story for developers was clear
You could create some cool stuff using Java on Windows and the Microsoft extensions were in place to start making Java applets look and feel just like c++ applets. Given some revs, the speed would have been there, too. What was being tossed aside was WORA, but who gave a hoot? If you are creating client apps, 96% of the world can play it on Windows and the other 4% can be safely ignored.

Nobody is going to worry about their client applets not playing on their Unix servers. Of course Sun wasn't going to ever cash in if developers just used Java on Windows clients, so they got tough with Microsoft.
