Ever heard of the JCP?
There is already a committee that decides what improvements go into Java, and there is a process they follow called the JCP(Java Community Process). The committee is represented by a large number of organizations including IBM and Microsoft. The problem that IBM has, it that they want more power over the JCP and the ability to make changes to Java faster. As far as open source goes, technically, Java is open source. If I am a developer, I can register with Sun as a developer and download the source, make changes, and submit them as a JSR. A perfect example of this is JDOM, which was developed by Jason Hunter and Brett McLaughlin and which is submitted as JSR-102 to be included into the Java spec. However, the JCP is so slow that JDOM has been waiting over 2 years to be included, which is pretty sad. Im not convinced that changing the Java licence would speed up the JCP. What needs to happen is that the JCP needs to be streamlined so that changes can go in faster. If you change the license of Java to the GPL, LGPL, BSD Open Source, or any other open source license, Microsoft would find a way to sabotage it. SUN would love to open up Java, but as James Gosling stated, it is *complicated*. On the other hand, Java 1.5 has included a ton of new features, so I seem to feel, if its not broke, dont fix it.
