The time for making substantive contributions to the specification was when it was in the works at OASYS for more than four years, with Microsoft a member of the Committee.

Now it's before ISO, and ISO doesn't do original technical work -- that's what member organizations like OASYS do. The TC in question handles process, not content.

Oh, and

As ODF has nothing in the way of document security (Information Rights Management)

is manfestly wrong on two counts, but you've ignored correction on them in the past so I doubt that the field of horny clues will fare any better this time.
